What should you pay for UGC in the GCC?

The base fee covers one edited video for organic use on your own channels. Everything else is an add-on, and the add-ons are where budgets slip. What goes in a UGC brief?

A UGC brief is shorter than an influencer brief but stricter. The creator is not speaking to their audience, so they need your voice, your claims and your specs spelled out.

Goal and placement

One line. Example: TikTok ads in Saudi Arabia, cold audience, goal is add to cart. Placement decides format, length and safe zones, so it comes first.

The product truth

What the product does in two sentences, then an approved claims list and a banned words list. In the UAE and Saudi Arabia, supplements, cosmetics, medical devices, financial products and anything aimed at children are regulated. Words like cures, treats or clinically proven need a document behind them. If you do not have it, take the word out.

The hook list

Give three to five opening lines, each filmed as a separate first 3 seconds. For the Riyadh supplements example:

Mark two or three lines as mandatory, word for word: product name, offer, call to action. Everything else is a talking-points list. UGC that sounds read performs worse than UGC that sounds said.

State the language of on-screen text and who adds it. For Saudi ads, Arabic text over a spoken Khaleeji line is the default. For Dubai, English text over an Arabic voice, or the reverse, is common. Ask for burned-in captions off and a separate SRT.

Which language and dialect should the video use?

Dialect is a performance variable in the Gulf. Modern Standard Arabic in a UGC video reads as a TV commercial and loses the native feel. The rules we apply:

Have a native speaker review every Arabic line, including on-screen text, before filming. A spelling mistake in the first frame is the most expensive typo in your ad account.

What rights and paperwork do you need?

UGC deals go wrong in the contract, usually because the brand assumed paid usage was included. Put these in writing before payment:

Where do you run UGC and how do you test it?

Decide the surface before the order and again before the test.

A two-week hook test

  1. Take 2 creators, 3 hooks each. That is 6 variations of one offer.
  2. Run all 6 in one ad set on TikTok or Reels, equal budget, for 7 days. Do not touch it.
  3. On day 8, rank by cost per add to cart, or cost per lead if you have no store.
  4. Reallocation rule: move 70% of the budget to the top 2 variations, keep 30% on the next 2, pause the bottom 2.
  5. On day 14, order 3 new hooks from the winning creator only.

How do you find and vet UGC creators in the GCC?

Follower count is irrelevant for UGC. What matters is whether the person can speak to a lens and deliver on time. Our checklist:

Skip anyone who cannot show a previous brand video. Skip anyone who insists on posting to their own account first, unless that is what you are buying.

Frequently asked questions

Do UGC creators need a licence in the UAE or Saudi Arabia?

Not for content you run on your own channels. The UAE Advertiser Permit and the Saudi Mawthooq licence apply when a creator publishes paid content on their own account. If the same creator posts the video to their handle, or you run it as a Spark Ad from their profile, the licence and the paid-partnership label apply to that post.

How many videos should a first order be?

Three to four videos from two or three creators, each with two or three hook variations. That gives you six to twelve ad variations for a two-week test without committing to one face. Order more from whoever wins, not from everyone.

Can I use UGC in paid ads without extra fees?

Only if the contract says so. The base fee usually covers production and organic use on your own channels. Paid-ads usage is priced as an uplift of 30 to 100% on the base fee, tied to a duration such as 90 or 180 days. Buy it in the same order. Adding it after the ad is running costs more.

What is the difference between usage rights and whitelisting?

Usage rights let you run the creator's video from your own brand account, website and marketplaces. Whitelisting, or a TikTok Spark Ads code, lets you run ads that appear to come from the creator's own handle. Whitelisting is priced separately, usually per 30 days, because it borrows the creator's name and brings the disclosure and licence rules with it.
