UGC creators in Saudi Arabia typically charge SAR 375 to 2,250 per video in 2026, which is about USD 100 to 600 at the fixed rate of 3.75 riyals to the dollar. That is the range we see across briefs for one edited video that the brand posts on its own accounts. The final invoice depends on the creator's experience, the format, whether you need paid-ads rights, and Saudi-specific factors such as a native dialect voice and seasonal demand around Ramadan and National Day. This guide covers base prices by experience level, an add-ons table, packages and retainers, what drives price in the Kingdom, 15% VAT and invoicing, where Mawthooq applies, two worked budgets, and how to avoid overpaying.
Every figure here is a typical range, not a price list. If you buy in both markets, our UGC creator rates in the UAE (AED) uses the same dollar anchors, so you can compare Riyadh and Dubai quotes line by line.
What is the base price of a UGC video in Saudi Arabia?
The base price is the fee for one finished asset: filmed, edited, with captions if agreed, and licensed for organic posting on your brand accounts. It does not include ad usage, extra hooks or raw files. Experience is the biggest factor in the base price.
By experience level
- Starting out (first 10 or so paid briefs): SAR 375 to 750 per video. The work can be good, but plan for simpler edits and a revision round more often. Useful for testing many angles on a small budget.
- Established (steady portfolio, repeat brand clients): SAR 750 to 1,500 per video. Most Saudi brands buy here. Audio, lighting and pacing are dependable, and the creator usually writes a first draft of the script.
- Specialist (ads that have scaled, own editing setup): SAR 1,500 to 2,250 or more per video. You are paying for hooks that hold attention, ad-ready cuts in several ratios, and fast turnaround.
By format
| Format | Starting out | Established | Specialist |
|---|---|---|---|
| Short clip, 15 seconds, one hook | SAR 375 to 560 | SAR 560 to 1,125 | SAR 1,125 to 1,690 |
| Video, 30 to 60 seconds | SAR 450 to 750 | SAR 750 to 1,500 | SAR 1,500 to 2,250 |
| On-camera testimonial | SAR 450 to 750 | SAR 750 to 1,500 | SAR 1,500 to 2,250 |
| Unboxing or first impression | SAR 410 to 675 | SAR 675 to 1,310 | SAR 1,310 to 1,875 |
| Voiceover with hands or product only | SAR 375 to 600 | SAR 600 to 1,125 | SAR 1,125 to 1,690 |
| Photo set, 5 to 8 edited images | SAR 300 to 560 | SAR 560 to 940 | SAR 940 to 1,500 |
USD equivalents divide by 3.75: SAR 375 is USD 100, SAR 1,500 is USD 400, SAR 2,250 is USD 600. Voiceover formats are usually a little cheaper than on-camera work, which matters in Saudi Arabia because many creators, especially women, prefer face-off formats for some briefs. More on that below.
Which add-ons change the price?
Saudi brands mostly buy UGC to run as paid ads on Snapchat, TikTok and Instagram, so the base fee is rarely the whole invoice. Price each item below before filming and write it into the agreement.
| Add-on | Typical range | What to know |
|---|---|---|
| Extra hook variant | SAR 95 to 280 each | New opening seconds on the same body. The cheapest way to get more ad tests. |
| Paid usage, 3 months | +25 to 40% of base | Covers one test and scale cycle. |
| Paid usage, 6 to 12 months | +40 to 100% of base | Agree the renewal price now, not when the ad is winning. |
| Arabic and English versions | +40 to 60% | A second take or a bilingual creator. Useful for Riyadh and Jeddah audiences that mix both. |
| Saudi dialect premium | Often +10 to 30% vs a non-Saudi Arabic speaker | A tendency we see, not a fixed rule. Reflects a smaller pool of native Saudi voices. |
| Raw footage | +25 to 50% | Worth it if your team cuts its own versions. |
| Rush delivery | +25 to 50% | Usually under 72 hours from receiving the product. |
| Whitelisting or Spark code access | Flat fee or +20 to 50% | Ads run from the creator's handle, so check Mawthooq status. |
| Script by the creator | SAR 190 to 560 per script | Many established creators include a light script. Ask first. |
| Category exclusivity | +20 to 50% | Priced by the length of the window and how many competitors it blocks. |
TikTok Spark codes are issued for 7, 30, 60 or 365 days, while Meta partnership ad access has no official fixed duration, so set the term in the contract. Our guide to whitelisting, Spark Ads and partnership ads covers the setup on each platform.
What do packages and monthly retainers cost?
Buying in volume lowers the per-video price. In the ranges we see, Saudi creators give around 10 to 20% off per video for a committed monthly batch, because one product shipment and one brief cover several videos.
- 5 videos a month: about SAR 3,200 to 6,750 with an established creator. With someone starting out, closer to SAR 1,700 to 3,200.
- 10 videos a month: about SAR 6,500 to 13,000 with an established creator, often with 2 hooks per video included or discounted.
- What the retainer should fix: videos and hooks per month, delivery dates per batch, one revision round, usage term and channels, and a 30-day notice period for both sides.
What drives UGC prices up in Saudi Arabia?
Native Saudi voices are scarce
Saudi viewers tend to respond better to Saudi or wider Khaleeji dialect than to formal Arabic or another regional dialect. Experienced UGC creators who speak natural Najdi or Hijazi Arabic on camera are a smaller pool than Levantine and Egyptian creators, so they price at the middle and upper end of each tier. Our guide to Arabic UGC creators in Saudi Arabia explains how to brief and check dialect, and our dialects guide covers when Khaleeji is worth paying for.
Snapchat vertical formats
Snapchat matters more in Saudi Arabia than in most markets: its 2025 ad reach in the Kingdom was around 24.7 million, and it reaches roughly 9 in 10 of the eligible age group. Snap ads need full-screen vertical video with fast openings and safe zones for the interface. Creators who deliver Snap-native cuts as well as TikTok and Reels versions charge for the extra edit. See Snapchat influencer marketing in Saudi Arabia for format details.
Female creators and on-camera norms
Many brands in beauty, fashion and family products want female creators. Some Saudi women creators show their face, some film hands-only, voiceover or abaya and niqab looks, and some choose depending on the brief. Respect that choice in the brief. A hands-only demo from an experienced creator can outperform a talking head. Because the pool for specific briefs is smaller, expect female creators in demand categories to quote at the upper end of their tier.
Seasonal peaks
Prices and rush fees rise around Ramadan, Saudi Founding Day on 22 February, Saudi National Day on 23 September, and White Friday in late November. Ramadan 2027 is expected to begin around 8 February 2027, so brands book Ramadan UGC in December and January. Our Ramadan 2027 playbook has the full timeline.
Category and location
Beauty and skincare sit higher because they need close-ups and good light. Shoots at a venue, a car showroom or a property in Riyadh or Jeddah are often priced per half day plus transport. Product page videos for marketplaces are usually cheaper per asset because they are shorter and need less scripting; our guide to UGC videos for Amazon and Noon product pages covers that format.
How do VAT and invoicing work for Saudi UGC creators?
VAT at 15%
Saudi VAT is 15%, three times the UAE rate, so it moves the budget noticeably. A creator must register once taxable supplies pass SAR 375,000 a year and may register voluntarily above SAR 187,500. Most individual UGC creators are below the threshold and do not charge VAT. Agencies almost always do. When VAT applies, ask for a tax invoice with the VAT number and add 15% to every line.
How creators invoice you
- Saudi nationals: can get a freelance certificate through freelance.sa, run by the Ministry of Human Resources and Social Development, which is free for Saudi citizens and lets them work and invoice as a freelancer.
- Non-Saudi residents: generally invoice through a commercial registration (CR) of their own, or through a licensed agency that bills you and pays them.
- Agencies: invoice under their CR, usually with VAT, and add a 15 to 30% commission or margin on top of creator fees in exchange for sourcing, briefing and quality control.
Does a UGC creator need a Mawthooq licence?
Mawthooq is the licence issued by the General Authority for Media Regulation for people who publish advertising content on their own accounts. It costs SAR 15,000 for 3 years, non-Saudis access it through a commercial register or a licensed agency, and penalties for advertising without it can reach SAR 5 million.
The rule that matters for pricing: the licence attaches to publishing. Pure UGC, where the creator films and delivers files and your brand posts them on its own accounts or ads, generally does not require the creator to hold Mawthooq. If the creator also posts the content on their own account, it does. If you run Spark or partnership ads through their handle, treat it as publishing, and check with the creator or a licensed agency first. Our Mawthooq and UAE permit guide covers the details.
What does a real Saudi UGC budget look like?
Two worked examples using mid-range figures from the tables above. Both are before VAT; add 15% where the creator or agency is registered.
| Line item | 10-video test | Ramadan pack |
|---|---|---|
| Creators | 5 established creators, 2 videos each | 4 Saudi creators, 2 videos each |
| Base videos | 10 x SAR 1,000 = SAR 10,000 | 8 x SAR 1,300 = SAR 10,400 |
| Hook variants | 10 x SAR 150 = SAR 1,500 | 16 x SAR 180 = SAR 2,880 |
| Paid usage rights | 3 months, +30% on videos = SAR 3,000 | 6 months, +40% on videos = SAR 4,160 |
| Arabic and English versions | None | 4 videos, +50% = SAR 2,600 |
| Product and shipping | About SAR 500 | About SAR 800 |
| Total before VAT | About SAR 15,000 | About SAR 20,840 |
| With 15% VAT, if charged | About SAR 17,250 | About SAR 23,970 |
The 10-video test
Five creators each film two angles with one extra hook per video, giving 20 hook and body combinations to run on Snapchat, TikTok and Meta for three months. Keep the one or two creators whose videos win and move them to a retainer.
The Ramadan pack
Four Saudi creators film two videos each in Saudi dialect, with two hooks per video, bilingual versions of the four strongest scripts, and 6-month rights so the winners can run through Ramadan, Eid and beyond without renegotiating. The higher per-video rate reflects seasonal demand.
How do you avoid overpaying for UGC in Saudi Arabia?
- Separate the creative fee from usage. Ask for the base price and each usage term as separate lines. Bundled quotes hide what you are paying for.
- Buy hooks before buying more videos. Two or three extra hooks on one body usually cost less than one new video.
- Only pay for the rights you will use. Name channels and term. A 12-month all-channel buyout for a 3-week campaign is wasted money.
- Book seasons early. Late briefs pay rush fees.
- Check the portfolio, not the follower count. UGC is judged on the video, not the audience. Our UGC vetting checklist applies in the Kingdom too.
- Put it all in one contract. Deliverables, revisions, usage, exclusivity, payment dates and who holds which licence. Our contract template for the UAE and Saudi Arabia lists the clauses.
A quote well below these ranges is a reason to look harder at the portfolio, not a deal. If you still need to find creators to quote, our guide to finding UGC creators in Saudi Arabia lists the main sourcing routes.
Frequently asked questions
How much does a UGC video cost in Riyadh?
In the ranges we see in 2026, one edited UGC video from a creator in Riyadh, Jeddah or Dammam costs about SAR 375 to 2,250 (USD 100 to 600) for organic use on the brand's accounts. New creators sit around SAR 375 to 750, established creators around SAR 750 to 1,500, and top specialists from SAR 1,500 up. Paid-ads rights, hook variants and a Saudi dialect version are added on top.
Do Saudi UGC creators charge VAT?
Only if they are VAT registered. Saudi VAT is 15%, registration is mandatory above SAR 375,000 of taxable supplies a year and voluntary above SAR 187,500. Many individual creators are below the threshold and do not charge it, while agencies usually are registered. If VAT is charged, ask for a tax invoice with the VAT number and add 15% to your budget.
Does a UGC creator need a Mawthooq licence?
Mawthooq attaches to publishing advertising content on one's own accounts. Pure UGC that the creator delivers to the brand and the brand posts on its own accounts or ads generally does not require it. If the creator also posts on their own account, or you run Spark or partnership ads through their handle, treat it as publishing and check with the creator or a licensed agency before you sign.
Why do Saudi creators cost more than other Arabic speakers?
Because a native Saudi voice is harder to source. Saudi viewers notice when an ad uses another dialect or formal Arabic, so brands targeting the Kingdom usually want a Saudi or wider Khaleeji speaker. Supply of experienced Saudi UGC creators is smaller than the pool of Levantine and Egyptian creators, so in the briefs we see they price at the middle and upper end of each tier.
How much should I budget for a Ramadan UGC pack in Saudi Arabia?
In the ranges we see, a pack of about 8 videos from 4 Saudi creators with hook variants, bilingual versions of the best scripts and 6-month ad rights lands around SAR 18,000 to 24,000 before VAT. Book in December and January for Ramadan 2027, which is expected around 8 February 2027, because good creators fill their calendars early and rush fees apply after that.
