A Dubai Shopping Festival influencer marketing plan is a schedule of creator and UGC content that runs from about six weeks before DSF opens to its final weekend, so your sale, raffle entry or store event is in people's feeds when they are deciding where to shop. DSF 2026-27, the 32nd edition, is reported to run from 4 December 2026 to 17 January 2027. This post gives retail, F&B, mall and e-commerce brands a week-by-week timeline, content angles per brand type, a creator mix, language choices, a budget table in AED, the permits that apply, and how to track results.
What is the Dubai Shopping Festival and why does it matter for brands?
The Dubai Shopping Festival is the city's longest-running retail season. It is organised by the Dubai Festivals and Retail Establishment (DFRE), which sits under Dubai's Department of Economy and Tourism (DET). It started in 1996. Each edition combines four things brands can plug into:
- Sales and offers across malls, souks, standalone stores and online shops, often with large percentage discounts in the opening and closing weekends.
- Raffles and prize draws, where a minimum spend gives shoppers an entry to win cash, cars or gold.
- Entertainment, including fireworks, drone shows and concerts. Coverage of the 2025-26 edition in Khaleej Times and Gulf News highlighted nightly drone shows and fireworks across the city.
- Markets and pop-ups, where smaller brands and F&B concepts get footfall they would not get the rest of the year.
DSF reaches two audiences at once: residents who plan bigger purchases around it, and winter tourists who arrive with shopping already on their list. Your content has to work for both.
DSF 2026-27 dates: what is confirmed
The previous edition, the 31st, ran for 38 days from 5 December 2025 to 11 January 2026, according to DET's own September 2025 press release. For 2026-27, TradeArabia reported in October 2026 that DSF returns for its 32nd edition from 4 December 2026 to 17 January 2027, a 45-day run, and that the full programme of entertainment, prizes and retail offers would be announced in the following month. Plan around those dates and check the DFRE programme before fixing posts to specific event nights.
How does DSF fit with White Friday and UAE National Day?
DSF opens two days after UAE National Day on 2 December 2026, and about a week after White Friday (Amazon) and Yellow Friday (Noon) in late November. That is three promotional moments in about four weeks, with a real risk of creator fatigue and an audience that has already bought.
The practical approach:
- Book creators once for the whole window. One contract covering all three moments is usually cheaper per post than three bookings.
- Give each moment a different job. White Friday is for online conversion. National Day is for brand warmth and local pride, not hard discounts. DSF is for footfall, raffle entries and tourist reach.
- Keep the strongest offer for the moment that suits your channel. E-commerce brands often lead with White Friday. Malls and physical retail usually lead with the DSF opening weekend.
Our White Friday campaign plan and UAE National Day campaign plan cover those two moments in detail. This post focuses on DSF.
What does a week-by-week DSF influencer timeline look like?
The table works back from a 4 December 2026 opening. At the end of October you are in week minus 5, still workable for micro creators and UGC.
| Week | Dates (2026-27) | What to do |
|---|---|---|
| Minus 6 | 23 to 31 Oct | Set the offer, budget and KPIs. Decide whether you join official DSF promotions. Write the creator brief. |
| Minus 5 | 1 to 7 Nov | Shortlist creators, open an application link, send outreach. Start the DFRE certificate or promotion permit application. |
| Minus 4 | 8 to 14 Nov | Sign contracts that cover White Friday, National Day and DSF. Ship product or book store visits for content. |
| Minus 3 | 15 to 21 Nov | UGC production for ads. First drafts back from creators. Confirm each posting creator holds a UAE Advertiser Permit. |
| Minus 2 | 22 to 28 Nov | White Friday posts go live (online offers). Review and approve DSF content. Build tracking links and codes. |
| Minus 1 | 29 Nov to 3 Dec | National Day content on 1 to 2 Dec. DSF teasers on 3 Dec. Load UGC ads in Meta, TikTok and Snapchat. |
| Launch week | 4 to 10 Dec | Opening weekend posts and Stories. Creator store visits. Raffle entry explainers. Heaviest ad spend. |
| Weeks 2 to 3 | 11 to 24 Dec | Second wave of creators, product roundups, gift guides for tourists and residents. Rotate ad hooks. |
| New Year week | 25 Dec to 3 Jan | Fireworks and New Year content, F&B and nightlife angles, tourist itineraries that end at your store. |
| Final two weeks | 4 to 17 Jan | Last-chance posts, raffle draw reminders, final weekend offers. Collect all posts and report within a week of close. |
What content angles work for each type of brand?
Fashion, beauty and electronics retail
- Haul and try-on videos showing what a set budget buys during the sale, for example "what AED 500 gets you this DSF".
- Before and after price shots on shelf tags. Only use real prices: DET checks before and after prices on sale items.
- Raffle explainers: how much you need to spend to enter, where to get the coupon, when the draw is.
F&B: restaurants, cafes and delivery brands
- Where to eat after the fireworks or between mall visits, filmed on the night.
- Festival menu or set price content with a clear price and booking route.
Malls and destinations
- Itinerary content for tourists: "a full DSF day at one mall", with parking, entertainment times and top offers.
- Tenant roundups: one creator covers five or six stores in one Reel, co-funded by tenants.
E-commerce brands
- Code-led content: a creator-specific code that works for the full 45 days, so you can measure each creator.
- UGC ads with sale hooks: testimonial-style videos with three or four hook variants to rotate across the season.
If you sell high-ticket items, gold and watches are among the strongest DSF categories. Our luxury jewellery and watches guide covers how that category briefs creators.
How many creators, and which tiers, should you book?
DSF rewards frequency: one large post in week one is forgotten by week four. The mix we see work for most brands:
- A base of micro and nano creators for volume. Ten to thirty creators posting across the season gives you repeated exposure, many store visits on camera, and a lot of material you can reuse. In our micro-influencer guide we explain why smaller creators often get better engagement per dirham.
- One to three larger creators for the opening and closing weekends. Use mid-tier or macro creators to announce the offer on 4 December and to push the final weekend in mid-January.
- Separate UGC creators for ads. They make videos you run from your own accounts, so they need no audience. Book them early.
To find a large group of micro creators fast, an open application link works better than one-by-one messages. Creators who want the deal apply with their rates, and you pick. Our guide to recruiting influencers with an application link explains the setup.
Should DSF content be in Arabic, English or other languages?
DataReportal estimates that expatriates make up around 90% of the UAE population, and DSF adds tourists from across the region and beyond. One language will not reach everyone. A workable split:
- English as the default for broad resident and tourist reach.
- Arabic for Emirati and GCC visitors, who are a large share of DSF shoppers for gold, fashion and luxury. Use Khaleeji creators for Gulf audiences. See our Arabic UGC creators in the UAE guide.
- Hindi and Urdu for South Asian residents and visitors, a large audience for electronics, gold and value retail. Hinglish (Hindi mixed with English) often performs well, in the ranges we see.
- Tagalog for Filipino residents, especially for value, F&B and gifting content.
- Russian for visitors from Russia and CIS countries, who have been a visible winter tourist group in Dubai in recent years. Check your own store and site data before investing here.
Start from who already buys from you: store data, site language settings and past ad results. Arabic plus English versions of the same UGC script usually add 40 to 60% to the cost of a single video, which is less than booking two separate creators.
How much does a DSF influencer campaign cost in AED?
The table uses typical UAE ranges we see for Instagram Reels and UGC videos. These are not fixed prices. Rates move with niche, usage rights and how many deliverables you bundle.
| Line item | Typical range per unit | Small plan | Mid plan |
|---|---|---|---|
| Nano creators (posts on own account) | AED 350 to 1,500 | 8 creators: AED 2,800 to 12,000 | 15 creators: AED 5,250 to 22,500 |
| Micro creators | AED 1,500 to 6,000 | 3 creators: AED 4,500 to 18,000 | 10 creators: AED 15,000 to 60,000 |
| Mid-tier creators (opening and closing) | AED 6,000 to 25,000 | None | 2 creators: AED 12,000 to 50,000 |
| UGC videos for ads | AED 370 to 2,200 | 5 videos: AED 1,850 to 11,000 | 12 videos: AED 4,440 to 26,400 |
| Extra hook variants | about AED 90 to 275 each | 10 hooks: AED 900 to 2,750 | 30 hooks: AED 2,700 to 8,250 |
| Paid ads usage rights | plus 25 to 100% of the UGC fee | Included above or extra | Included above or extra |
| Ad spend behind the content | Your choice | AED 5,000 to 15,000 | AED 20,000 to 60,000 |
| Rough total | AED 15,000 to 59,000 | AED 59,000 to 227,000 |
A few cost notes:
- Macro creators in the UAE are typically AED 25,000 to 90,000 per Reel. One macro post can cost as much as the full small plan above.
- December is busy. Expect rush fees of 25 to 50% if you brief in late November for early December delivery.
- If you work through an agency, add 15 to 30% commission.

What permits do you and your creators need?
The UAE Advertiser Permit for creators
Since 1 February 2026, the UAE Media Council requires anyone who publishes paid ads or promotions on their own social accounts to hold an Advertiser Permit. There is no follower threshold. It is free for UAE citizens and residents for the first three years, then about AED 1,000 a year. Visiting creators can get a Visitor permit through a licensed agency for up to three months, which matters if you book a tourist creator for DSF.
The permit attaches to publishing. A creator who posts your DSF offer on their own Instagram or TikTok needs one. A UGC creator who only delivers video files that you post on your own accounts or run as ads generally does not. Spark Ads and partnership ads run through the creator's handle, so treat those as publishing and check with your legal adviser. Ask every posting creator for their permit number before you sign. Our UAE influencer licence guide has the full detail.
Discount and promotion approval in Dubai
Dubai regulates sales and promotions. DET's own service page says retailers running promotions during Dubai festivals and events, including discounts, offers, raffles, pop-up kiosks and seasonal sales, need a DFRE certificate of participation, applied for online through the DET Connect portal. Separately, Dubai has long required a permit for sales promotions and raffles, and has fined retailers for running promotions outside their permit or showing misleading before and after prices.
What this means for your creator plan:
- Apply early. Older reports put approval at around a week to ten days. Some consultancies quote longer lead times for raffles and prize campaigns, and prize draws can require a guarantee. Confirm current timelines with DET rather than relying on any blog, including this one.
- Creators should only promote what your permit covers: same dates, locations and discount levels.
- If a creator runs a giveaway on your behalf, that can count as a promotion too. Check with DET or your adviser before you announce it.
How do you track a DSF campaign?
Set tracking up before the first post goes live:
- One tracking link per creator with UTM tags, so website visits and online sales are credited to the right person. See our tracking links and UTM guide.
- One discount code per creator for online and in-store sales. Train store staff to log the code at the till.
- A campaign hashtag that every creator uses, so you can find all posts at the end.
- Footfall signals for stores: a "show this Reel at the till" offer or an in-store QR code.
- Weekly check-ins: if a code is not moving by week two, shift budget to what is working.
Frequently asked questions
When is the Dubai Shopping Festival 2026-27?
DSF 2026-27, the 32nd edition, is reported to run from 4 December 2026 to 17 January 2027, a 45-day season. The 2025-26 edition ran from 5 December 2025 to 11 January 2026. Check the DFRE programme for exact event nights before you fix creator posting dates.
How early should brands book influencers for DSF?
Aim to brief about six weeks before opening, which is late October for a 4 December start. Micro creators and UGC creators can still be booked four to five weeks out, but larger creators fill up during the festive season and rush fees of 25 to 50% are common for late briefs.
Do influencers need a permit to promote a DSF sale?
Yes, if they post on their own accounts. Since 1 February 2026 the UAE Media Council requires an Advertiser Permit for paid promotions published on personal accounts, with no follower threshold. UGC that you post on your own brand accounts generally does not need the creator to hold one.
Do I need approval from DET to run a DSF discount?
DET says retailers running promotions during Dubai festivals, including discounts, raffles and seasonal sales, need a DFRE certificate of participation through the DET Connect portal, and Dubai requires permits for sales promotions. Apply early and check current rules with DET, because your creators should only promote what your permit covers.
What budget do I need for a DSF influencer campaign?
In the ranges we see, a small plan with nano and micro creators plus a few UGC ads runs about AED 15,000 to 59,000 including ad spend. A mid plan with mid-tier creators for the opening and closing weekends runs about AED 59,000 to 227,000. These are typical ranges, not fixed prices.
